Combining the functions of regulator and market participant creates systemic risks

October 3, Fineko/abc.az. In Azerbaijan, in some cases, regulatory authorities, combining the functions of supervision with participation in the market, may create a contradiction to the principles of competition and generate systemic risks.

ABC.AZ reports, quoting Economy Minister Mikayil Jabbarov as saying this at the II National Competition Forum, held in Baku, that the regulation of competition policy in Azerbaijan serves the interests of not only government agencies, but also society as a whole: "It is important that this issue is perceived as an ecosystem by both industry organizations and each of us - citizens and economic participants. Therefore, our economic behavior should be shaped in accordance with these principles."

Jabbarov added that in some cases, the approaches of industry organizations to competition policy may be a higher priority, and this is due to their professionalism.

"It's natural and that's how it should be. However, the danger lies in the fact that if an industry organization simultaneously performs the functions of both a regulator and a market participant, this can create systemic risks," he said.
