Monthly social security benefit rate for these individuals to change from 2026

In Azerbaijan, the contribution rate for compulsory state social insurance, effective from 2019, is being changed from the monthly income from hired work of insured persons who do not have activities in the oil and gas sector and work for insurers belonging to the non-governmental sector.

ABC.AZ informs that this is reflected in the proposed amendment to the Law on Social Insurance, discussed at today’s meeting of the Parliamentary Committee on Economic Policy, Industry and Entrepreneurship.

Starting from January 1, 2019, for seven years, insured persons working for insurers who do not operate in the oil and gas sector and belong to the non-governmental sector paid mandatory state social contributions from their monthly income from hired work in the following way: with monthly income of up to 200 manats, the insured paid 3%, and the policyholder - 22%. If the monthly income exceeded 200 manats, 6 manats + 10% of the amount exceeding 200 manats were deducted from the insured's income, and 44 manats + 15% of the part exceeding 200 manats were deducted from the insured's funds.

According to the draft, starting from January 1, 2026, the procedure for deducting contributions to compulsory state social insurance with monthly income of up to 200 manats will be the same as it is now. With monthly income of 200 to 8,000 manats, the insured will pay mandatory state social contribution of 6 manats + 10% of the amount of 200 to 8,000 manats, and the policyholder - 44 manats + 15% of the amount of 200 to 8,000 manats.

Starting from next year, with monthly income above 8,000 manats, the insured will pay 786 manats + 10% of the amount exceeding 8,000 manats, and the policyholder - 1,214 manats + 11% of the amount exceeding 8,000 manats.

Thus, the social security contribution rate in this case will be a total of 21%.
